However, it cannot do so because if it is to be registered as a theater, no matter how small, medium or large, it must be determined by the size of the walkways in the theater and the size of the stairs according to the ministerial regulation on granting permission to use a building for entertainment business, which is covered by the safety standards of the Building Control Act of 1979.
